This paper sets out a practical European agenda for the digitalisation of hydropower. It is written for policymakers, regulators, transmission system operators, plant owners and operators, equipment and digital-technology suppliers, research organisations and universities.
The central argument is straightforward. Europe already possesses a large hydropower fleet, much of it built several decades ago. The refurbishment decisions taken during the next investment cycle will shape the technical capabilities of that fleet for a further generation. Digitalisation should therefore be treated as part of asset modernisation and energy-system policy, not as an optional information-technology add-on.

Deliverable is constructed with the inputs from:
• The scientific report of the Short Term Scientific Mission titled “The role of hydropower in the EU energy transition” completed by Marija Lazarevikj (Ss. Cyril and Methodius" University in Skopje, North Macedonia).
• Country presentations on the hydropower status, development opportunities, policy measures and main barriers and enablers for hydropower development during the Workgroup 4 meetings.

Press release was launched in Month 1 at project launch on the PEN@Hydropower website as well as on social media, whilst an additional press release was distributed with the support of COST Association in July of 2023.
Two social media platforms were launched in the first months of PEN@Hydropower: a LinkedIn page, used as the main platform to target a professional and academic audience, and a Twitter page used to network and promote activities with other EU initiatives. A YouTube page was also created as an online repository for all PEN@Hydropower videos.
